I'm gypsy jazz there's this technique called rest stroke picking. This may be very much aimed towards Syn and PG, because they are the ones here of who I know that play this stuff, but do you also use rest stroke picking when playing rock, metal and blues or only gypsy jazz?

Then the second question is if you do t use it in any other genre how do you keep it separate, in other words, how do you not make it a habbit to do it all the time?

Whats rest stroke picking?
Basically you Everytime you go to a new string you start with a down stroke. This down stroke comes from the elbow and you lean(rest) on the next String(for example when you play the A string your pick tests on the D string). When you then want to do an upstroke you do it from your wrist

I'm doing a little research now and I'm not sure @Syn Gates uses it(his wrist seems to move a lot) but maybe I'm wrong there. Robin Nolan, Jimmy Rosenberg and Stochelo Rosenberg definetely use it, their wrist seems pretty locked during the lower parts.

I think this technique is important but mostly when you have time to rest on the next String. In a fast run its pretty much impossible to do. What is important is to play with a floating wrist and to do down strokes when you can.
