Anchoring fingers

I don’t know whether anchoring in particular can slow you down. If it’s just your pinky it probably wont however if you use all your fingers except the ones that hold a pick it probably does.

It’s all about what you’re playing. I personally don’t anchor, but I do consciously switch between picking with a closed fist and picking with my fingers flayed out based on what I’m playing. Speed/alternate picking, I’ll pick closed-fist because it’s a bit more reflexive with speed and I can put more control in my elbow. When I’m going for precision, I’ll flay my fingers out, and for whatever reason this seems to really help with accuracy. But I think anchoring is a personal preference.
