I've been working on the extended arpeggios, and the 3-1-3 patterns and can play them ascending, but I'm having trouble coming up with other ways to use them. Does anyone have any ideas to use these more creatively?
Basically don't play the octaves, like go through it but not all the way. Add In a note or two remove a note, change the order, there are a lot of ways to be creative at it.

Yeah it is but more in the pentatonic scale context. It's 3 notes on one string, 1 note on the next and then 3 notes again. It's very useful for economy picking and you can play minor9 Arpeggios with it for example(see hail to the king solo)

The one you posted makes more sense. I posted the other link because that's where i got introduced to the concept of 3-1-3. .
I asume this was the concept of 3-1-3 patterns taken one step ahead.
