Practice for a half hour every day just NOT using your index finger. Play everything you would normally play; scales, chords, licks, etc. No index finger. Two things will happen. You will suck and your pinky will get much stronger.

Force yourself to use it a lot. That can be by doing big stretches for example or in the way PG does it. A lot of scales actually become easier to play if you start incorporating your pinky a little bit more.
That said look at Marty Friedman's fretting hand and picking hand, he's a freak but does just fine

Its crazy how weak the pinky is at first. I can attest to the help in the above comments. The more you use it, eventually you will get to a point where you don't even notice it holding you back anymore
