    Skype is choppy a lot. You can try Zoom, Google Hangouts, Microsoft Teams (if it's out and free), and maybe some others. Skype is just old tech, and bandwidth hardly ever seems to solve the problems.

    Yes, as long as the video source is attached to the computer (i.e. webcam). You CAN import an external video source, but I'm not going into how to get them to sync - that's something you kind of need to work out on your own.
